1990-1997

The first organization of 9-1-1 officials in the state was as a user's group, but in 1991 they officially affiliated with the National Emergency Number Association (NENA) as a state chapter.

The organization?s constitution and bylaws states the purpose of the Alabama chapter of NENA is to:

A. Foster the development, availability and implementation of a universal emergency telephone number common to all jurisdictions through research, planning, training and education; represent its members before communication regulatory agencies and policy making bodies as appropriate; and strive toward citizens having immediate access to emergency public services so that safety of human life, protection of property, and civic welfare are benefited to the utmost degree;

B. Aid and assist in the timely collection and dissemination of information relating to a universal emergency telephone number;

C. Prepare, publish and distribute or cause to be prepared, published and distributed, a publication at regular intervals. This publication shall contain technical, administrative, operational, training, and educational information considered of interest to the membership of this association and to other people interested in public safety communications;

D. Provide for membership in this association in accordance with the language and intent of its constitution and bylaws.

The first officers were Lee Helms of the Alabama Emergency Management Agency as president; Larry Amerson of Calhoun County as first vice president; and George Mangum of Lauderdale County as second vice president.

Subsequent officers were:

1991-92

Pres: Larry Amerson 1st VP: George Mangum 2nd VP: John Ellison of Shelby County.

1992-93

Pres: George Mangum 1st VP: John Ellison 2nd VP: Bill Meadows

Note:George Mangum resigned and John Ellison stepped up to complete term

1993-94

Pres:John Ellison 1st VP:Bill Meadows 2nd VP: Dennis Stapleton of Mobile County.

1994-95

Pres:Bill Meadows 1st VP: Dennis Stapleton 2nd VP: Bill Brodeur

Note: Dennis Stapleton resigned to go into private business

1995-96

Pres: Bill Brodeur 1st VP: Seth Phelps of Baldwin County 2nd VP: Art Faulkner of Elmore County

1996-97 Pres: Seth Phelps 1st VP: Art Faulkner 2nd VP: Ron Sparks of Dekalb County
