MINUTES; ALABAMA CHAPTER OF THE NATIONAL EMERGENCY NUMBER ASSOCIATION. QUARTERLY MEETING. BIRMINGHAM. ALABAMA. APRIL 27.1995

1. CALL TO ORDER:

President Bill Meadows called the meeting to order at 10:00 a.m. Larry Williams of GTE welcomes everyone to the meeting in Dothan. Pat Hall welcomes everyone to the meeting from the City Of Dothan, and APCO. She also informs the attendance of the events, which will take place that day.

II. APPROVAL OF THE AGENDA;

Motion and second to accept Agenda as circulate. Motion carried.

III. INTRODUCTION OF NEW MEMBERS AND GUEST:

New Members and Guest were introduced and welcomed to the meeting.

IV. REMARKS (MEMBERSHIP DRIVE);

President Bill Meadows urged everyone to seek and join as many new members as possible.

V. APPROVAL OF MINUTES FROM JANUARY MEETING;

Motion and second to approve minutes as written. Motion carried.

VI. APPROVAL OF FINANCIAL REPORT;

Motion and second to approve the financial report as circulated. Motion carried.

VII. COMMITTEE REPORTS;

A. Training

In the absence of Larry Amerson, Bill Meadows informed everyone that NENA had a training library that was free to NENA members, and if anyone need training materials to call Calhoun County 9-1-1.

Gary Mackey from the State Department of Public Health, was present to give update on the state task force regarding the E.M.D. training for possible state legislation. Mr. Mackey stated that the task force met in Birmingham on March 22, 1995. He also said, that the task force had received sufficient information from APCO and Medical Priorities in regards to their EMD courses. Also, he announced that NITSA was rewriting the EMD curriculum, and had contracted with the Learning Group to develop a course for them. Joe Acker with BREMS regional agency was in hopes to do a pilot course in June and wanted the task force, along with other interested parties to review the course.

B. Levelized Billing

Bill Meadows announced that, he had received a message from Art Faulkner staling that he would be unable to attend the meeting, and that there had been no change in the lawsuit.

C. Newsletter

Dennis Stapleton was unable to attend the meeting. Bill Meadows said that Dennis had gotten the Newsletter out, and urged Vendors that would like to send in articles to please do so. He also thanked John Ellison for doing the Newsletter in the past. It also was discussed at this time, that all Alabama NENA members were urged to vote for Bill Munn for the office of 2nd Vice President of National NENA.

D. Legislative

John Ellison said, that we finally had a good clean copy of the Bill. He also said, that he had hoped for some of the counties in need of this Bill to sponsor it, but at this time, none of them have, and it looked like we would have to get someone else to sponsor the Bill. John asked that if and when we were called on to help, that each member do what they could to help get this Bill passed. Motion was made by Seth, to spend what it takes to put on a Legislative Breakfast, and to hire someone to speak in behalf of the Legislation, seconded by Ron Sparks. Motion carried.

E. Wireless & PBX

John Ellison went on to report, that at this time, there was no way to tell for sure how the issue will come out of the FCC, but right now it looks good for NENA at this point.

F. Conference

Bill Meadows said, "that we were starting to get geared up for the Conference". He also thanked John Ellison for offering to send out the initial Conference Brochure.

G. Addressing

Alexa Hart gave a report of the addressing committee's last meeting, which included such issues, as requesting someone from the post office join the addressing committee, and also recommending that the phone company visit the Birmingham post office, to see what was involved in addressing from the post office point of view. She said that some of the problems discussed, were that in order to have enhanced 9-1-1, you must have an ALI. The committee would try to work with the post office, if unable to speed the process up. Then we must number the structures and have the phone companies load the 9-1-1 addresses, so that in an emergency, they could be found by the responding agency. Alexa challenged GTE to do as the other telco's have done and load the 9-1-1 address, and later change billing address after the post office changed over. After much discussion Bill Meadows asked Alexa to restate her motion. Alexa made a motion to challenge GTE today, April 27, to conform with the other telco's, by switching over the service address as the 9-1-1 addresses before changing the billing addresses, bypassing approval of the post offices or asking for a contract with the county, follow by two seconds. After much discussion, the vote was called for receiving numerous yea's and two no's, motion carried.

H. Nominating

Nominations will be taken and accepted from the floor at the July meeting for 2nd Vice President Alabama Chapter National Emergency Number Association. You must be a Alabama NENA member to be eligible for the position.

VIII. OLD BUSINESS

A. Letter to Cellular Companies

Bill Meadows stated that he hasn't had any written response. Bill stated that the cellular company in his area Intercell was very interested in the new law regarding cellular, because of the revenue they may earn from collecting the revenue.

B. Agencies recommending other than 9-1-1

John Ellison stated, that an Ambulance Company in Louisiana uses 5-1-1, and in the Birmingham Metro area, the Birmingham News has started their 5-1-1, and at this point we have not had many problems with mis-routes. He also said, "to look for other N-I-I numbers".

C. Minimum Standards

John Ellison also said, that at this time Minimum Standards was on hold.

D. CSEPP- Anniston Army Depot (J. C. Davenport/EMA)

In the absence of any one from the state EMA, this topic was postponed until next meeting.

E. Walker County Receiving Wrong ANI/ALI

No one from Walker County present, there was nothing to report.

IX. NEW BUSINESS

A. South Central Bell

Mike Sellers said, "that they would be sending out a survey in reference to 9-1-1, service and asked that we please fill them out so they may have some feed back".

B. From The Floor

John Ellison said, "that we would have T-Shirts for Nashville this year for around $10.00 per shirt. John Ellison also informed us of a pending law suit he was facing because of having a fire district with in a city and failing to notify both parties. You need to check your area to try to prevent this from happening to you. He also advised us that his attorney informed him, that on wrongful death suits, the limitation period was two years. You need to consider this when deciding how long to keep tapes on calls.

Motion was made because of increase business at the quarterly meetings to start having Bi- Monthly meetings, motion was seconded. Motion failed carry.

Motion and second was made to start meeting at 9:00 a.m. instead of 10:00 a.m.. Motion carried.

Bill Meadows set the next meeting to be held in Tallapoosa County, on July 27 at 9:00 a.m., possibly at Stillwaters or Willow Point. This will be announced later. With no other business a motion and second was made to adjourn. Motion passed.
