Minutes: Alabama Chapter of the National Emergency Numbers Association. Quarterly Meeting. Huntsville. Alabama. July 24. 1997.

I. Call To Order:

President Seth Phelps called the meeting to order at 9:00 a.m.

II. Opening Prayer:

The prayer was led by Brad Smith.

III. Approval of Agenda:

Motion was made by Bill Brodeur, seconded by Brad Smith, to accept the agenda. Motion approved.

IV. Welcome:

President Phelps welcomed everyone to Huntsville and recognized new members and guests.

V. Introduction of New Members and Guests:

There were a number of new members and guests introduced.

VI. Approval of Minutes- April 24, 1997:

Motion was made by Bill Meadows, seconded by Bill Brodeur, approved.

VII. Financial Report:

President Phelps reported that Art Faulkner was unable to attend, due to hurricane Danny, and had promised to mail the financial report to the membership.

VIII. Committee Reports:

A. Historian Larry Duncan advised he still needed minutes of past NENA meetings. John Ellison said he had some older minutes that he would turn over to Larry Duncan. Larry requests anyone having any minutes please give those minutes to him.

B. Membership/Public Relations: Rubye Hahn no report.

C. Legislative/Wireless Progress Report: Moved later in agenda.

IX. Old Business:

A. Liability Insurance: No Report

B. Telephone Systems overload: Vernon Lee gave a brief discussion about overload on your telephone system in an emergency, and said he would investigate and review it more and have another report later.

X. 1997 State Conference:

President Phelps led a brief discussion about the sessions and the events that would be taking place at the state conference. He also advised there would be some minor changes in the events and sessions that should be educational and interesting.

XI. Report of Nominating Committee:

Nominating Committee Chairman, Bill Brodeur, reported there had been two names submitted for second Vice-President; Brad Smith and Dan Kane. There was a motion from the floor from Larry Duncan and a second, nominating Russ Bowers. There was a motion and a second for nominations to be closed, approved . President Phelps asked that each nominee prepare a biographical sketch and submit it for distribution to the membership, and that a ballot would be prepared for voting.

XII. New Business:

A. Tariff reduction: Ray Preston of BellSouth gave a report on tariff reduction. Mr. Preston advised there would be more tariff reduction in the future and that you should check with your phone companies to make sure you are falling within the guidelines of the tariff. At that point Vice-President, Ron Sparks, made a motion to move foreword on Legislation to set a flat rate for 911 districts, as soon as the present wireless legislation is settled, seconded by Bill Brodeur, passed unanimous.

C. Legislative/Wireless Progress Report: Roger Wilson gave a progress report on legislation that was agreed on by wireless and 911. He talked about this report item by item. A Motion by Bill Meadows to accept the report and seconded by Brad Smith, passed unanimously. There was a lot of discussion about the legislation that was being proposed. Chris Jones with GTE and Steve Skinner with BellSouth answered questions from the membership pertaining to the proposed legislation. Legislation should hopefully be introduced around August 17, 1997 in the special session of the Alabama Legislature.

XIII. For the Good of the Association:

No Report.

XIV. October meeting Date:

State Conference in Gulf Shores beginning October 12, 1997 through October 15, 1997.

XV. Adjourn:

Motion by Bill Meadows to adjourn, seconded by Chris Heger, approved.
