Quarterly Meeting January 24, 2002

Welcome

President Sharon Thomas called the meeting to order.  Mr. Art Faulkner led the Pledge of Allegiance and followed with the invocation.  Ms. Thomas welcomed everyone to Birmingham, Alabama and thanked BellSouth, the host. 

Recognition of Guest and New Members

Marie Cane – Randolph County 9-1-1, Roy Murphee – 9-1-1 Repair BellSouth Retiree, Carl Mosure – City of Hoover, Ron Sparks – Spoke as former member and candidate for Commissioner of Agriculture.

Presentation of Minutes and Financial Reports from October 2001

President Thomas presented the October minutes for approval.   Mr. Bill Brodeur motioned to accept the minutes as presented; Mr. Art Faulkner seconded the motion, which unanimously carried.

 Mr. Richard Holt presented the financial report for approval and advised that the balance did not reflect the income from the conference.  Mr. Roger Humphrey made a motion to accept the report as presented, with Mr. Roger Wilson seconding.  All were in favor and the motion passed unanimously.

Committee Assignments

9-1-1 Terrorism Planning and Preparedness Committee-Mr. Bert Colison was appointed as chairman of the new committee, which will help set guidelines for 9-1-1 centers to follow during a terrorism attack.  Contact Mr. Colison to join the committee.

By-Laws Committee-A By-Laws Committee was organized with Mr. Roger Wilson-Chairman.  Also on the committee are Jerry W. Jackson, Pat Hall, and Richard Holt.

Conference Guidelines Committee- Past conference chairpersons are to meet and prepare guidelines for future conferences.  Kelli Brasher has several guidelines already in place and will meet with other chairpersons and prepare report for next meeting.

 COMMITTEE REPORTS

 Wireless Report

Mr. Max Armstrong discussed information on Phase II and asked that everyone request the information on Phase II if have not already.  Mr. Art Faulkner discussed a bill that was presented in Montgomery in reference to obtaining money for education from wireless revenue.  Chris Jones had been spoken to about withdrawing 9-1-1 from the bill.  Mr. Faulkner thanked everyone that called their legislator to have the 9-1-1 portion removed from the bill. 

Membership

The membership drive for National NENA is “Share the Spirit Win the Wisdom”.  The recruitment campaign will begin March 1st and last through May 1st.

Conference Committee

Ms. Jo Tranter advised that the committee members would be the same this year.  Ms. Jo Tranter-Chairman, Ms. Chris Heger, Ms. Lynn Wright, and Mr. Bill Brodeur.  Ms. Tranter advised early planning for the conference and asked that anyone with recommendations to call her.

Legislative Committee

Art Faulkner committed to meet with Ray Preston and Mike Lasater reference the cost of BellSouth changes on Tariff for Phase II.

LATA Reports

  • Birmingham LATA – Jerry W. Jackson – Will request information to help the Executive Board

  • Huntsville LATA – Richard Holt – Nothing to report

  • Mobile LATA – Seth Phelps – Six counties make up Mobile LATA and plans to visit each.  George Williams to work with legislature.

  • Montgomery LATA – Pat Hall – will mail request for update information

Old Business

  • 9-1-1 Hero Program – Ms. Thomas reminded everyone about the 9-1-1 Hero Program and asked that anyone that has had a child call 9-1-1 to submit an entry.  She advised that one child would be chosen as an overall winner to send to the national conference.  

  • PBX Locations – Ray Preston stated that in the October meeting the question was raised as to what BellSouth’s position would be if NENA chose to pursue legislation requiring PBX owners provide locations for each station. He stated BellSouth would remain neutral.  Mr. Preston advised that Debbie Higgins had attempted to manually fix the PBX ‘s, however she cannot continue due to Pin Point offered at a cost to the customer.

New Business

v     2002 National NENA Conference – President Thomas advised the group that the Alabama Chapter of NENA could possibly display and man a booth at the National Conference. 

v     ANI Failures - Mr. Art Faulkner stated that Jerry W. Jackson had brought it to the Wireless Board’s attention that he was having ANI failures with Cingular Wireless.  Mr. Faulkner also stated that it was very important that anyone having any problems with ANI failures, or any other problems with wireless service, to make the Wireless Board aware.   

v     9-1-1 Wireless Phones – Harold Parker questioned the speed dial 9-1-1 on wireless phones.

v     Latitude & Longitude Data Stream – Mr. Ray Preston advised that BellSouth could turn on the latitude and longitude in the data stream when they receive a letter of request.  The question was brought up about the price. 

v     National Conference Booth – Mr. Seth Phelps stated that the decision needed to be made whether to participate at the National Conference with a booth. 

v     Language Line – Mr. Richard Holt discussed the language line and stated that it is for PSAP’s only.

v     Verizon  - Problems with Verizon billing for more lines than payment being rendered was discussed. Mr. Art Faulkner advised anyone to e-mail him with particular problems with significant information. 

v     Retirement – Pat Hall recognized Pat Formby and her retirement at the end of February.

v     Thank you – Al Tomlin, with Dictaphone, thanked everyone for his or her thoughts, cards, and prayers during his illness.  

Adjournment

There being no further business, Ms. Sharon Thomas announced that the next meeting will be hosted by Max Armstrong and will be in Blount County on April 25, 2002.  Mr. Roger Humphrey’s motion to adjourn was seconded by Mr. Bill Brodeur and was unanimously carried.
