Meeting called to order by President Roger Humphrey, with a thank you to
Talladega County E911 for hosting the meeting.

6. Keynote Speaker Rick Humphries, Vice President
of Operations Talladega Superspeedway, with introduction by Larry Wright.
Following the keynote address, an announcement was made that the wife of Public
Service Commissioner Jim Sullivan had been killed in an automobile accident.

No nominations were submitted from
the floor.
- Committee Reports
- Legislative – Roger Wilson stated no legislation changes
were submitted in 2003, but plans to undertake a major rewrite of the
E911 legislation are planned for 2004. Requested all to review the
current law and suggest changes needed. Hope to have ready to introduce
first day of regular session, 2004. President Humphrey stated the key to
success is widespread involvement. John Ellison stated that E911 privacy
also should be considered as a legislative issue.
- Wireless – Max Armstrong, Chairman of the AL CMRS Board
reported that Johnny Hart had been appointed to the CMRS Board. There is
no Wireless Phase 2 Cost Recovery plan in place. The goal is by July
2004 to have a Phase 2 cost recovery process that is routine. At lease
10 Counties have reported being Phase 2 on-line. 61 of Alabama’s 67
Counties are getting Phase 1. The CMRS Board is under Sunset review by
the State Auditor.
- Membership Committee – No Report
Database Committee - Marcia
Scott. Nothing to report.
- Conference Committee – Bill Brodeur reported that AL NENA
Conference planning is proceeding well and the conference hotel is
already well booked. Stated that an opening speaker has not been
located. Stated that this year, conference attendees may register in
advance and pay upon picking up conference packet. Next year, only those
who register and pay in advance will avoid the late registration fee.
- Internet Committee – John Ellison, nothing to report.
Thanks were extended to Chuck McKinley from Baldwin County E911 for the
Conference web site.
- Minimum Standards – Jo Tranter reported that this project
is on hold due to the lack of any funding. They are searching for
solutions to provide cost effective options. Compiling an instructors
list.
- Managerial Training – Jo Tranter reported the next class
is scheduled for Sept 26, 2003 at the Holiday Inn East, Montgomery and
will be an Introduction to Wireless. Cost will be $50.00 per attendee
and will be restricted to NENA members since NENA subsidizes the cost of
the class. Jo additionally reminded all that National NENA will be
offering classes Saturday and Sunday at the Annual State Conference as
well as an ENP exam

i. APCO
Committee – Jo Tranter notified the next APCO meeting will be August 26 in
Clanton. AL APCO now has a website: Alabama apco.org

IAFC – No Report

Terrorism
Committee – Bert Collison reported that the committee is working on getting
approval for E911 agencies to have access to NCIC system. Art Faulkner stated
that NCIC may not be used to provide public notification and also that the
Alabama Office of Homeland Defense is open. Additionally, Art reported the
Amber Alert system is growing and may be sending alerts into the NENA group
email list soon.

Report – Larry Duncan no report.

GIS
Mapping Committee –Max Armstrong reported GIS training on ESRI is being
developed. He needs everyone to complete the GIS survey. The next NENA Class
after wireless will be GIS.

Mutual
Aid –Art Faulkner reported the AL office of Homeland Security working to
establish mutual aid teams statewide, and has requested establishment of a
state E911 PSAP team. Most federal funding coming to Alabama will be for
mutual aid issues. Additionally, the City of Birmingham is looking for
partners in a $6 million interoperability grant application.
- LATA Reports – Nothing reported

- New Business
- The executive committee approved purchase of 1 projector
with a cost not to exceed $2500. The executive committee also recommended
the membership approve purchase of 2 additional projectors for use at the
annual conference and at NENA training seminars. This will allow NENA to
cease renting projectors at about $300 per day.

- Roger Humphrey recommended all try to attend the
September 26 Wireless class.
- For the good of the Association
- Pat Hall stated she still has a few Denver Conference
shirts for sale at $25.00.
- Bill Richvalsky with St. Clair County was extended appreciation
for doing the chapter meeting notice mail outs.
- Shelby County will begin Sheriff Dispatch and dispatch
for 2 municipalities soon. John Ellison requested input from other
agencies that already dispatch.
- Larry Wright mentioned a problem with call routing with
T-Mobile Wireless.
- Chris Heger stated that if you are receiving wireless
calls that should be for another center, the receiving county must drive
getting the call routing corrected with the wireless carrier.
- Roger Humphrey reported from the National NENA Conference
in Denver that Alabama is in the 80% range for Wireless Phase 1.
