MINUTES; ALABAMA CHAPTER OF THE NATIONAL EMERGENCY NUMBER ASSOCIATION. ANNUAL CONFERENCE MEETING. ORANGE BEACH . ALABAMA. OCTOBER 12.1994

1. CALL TO ORDER;

President John Ellison called the meeting to order at 10:09 a.m.

II. APPROVAL OF AGENDA:

Motion and second to accept Agenda as circulated, motion carried.

III. INTRODUCTION OF NEW MEMBERS AND GUESTS;

New Members and Guest were introduced.

IV. REMARKS;

John said that even though he would be working with NENA on the national level he supports the Alabama Chapter and is willing to help when needed.

V. ELECTION RESULTS/ INSTALLATION OF NEW OFFICERS;

President John Ellison announced that Bill Meadows would move up to president, Dennis Stapleton to 1st vice president and that Bill Brodeur was elected 2nd vice president. At this time, John swore in the new officers and passed the gavel to our new president, Bill Meadows.

VI. APPROVAL OF MINUTES:

Motion and second to dispense with reading of minutes, motion carried.

VII. APPROVAL OF FINANCIAL REPORT;

Financial report given by Dennis Stapleton, motion and second to approve financial report.

VIII. COMMITTEE REPORTS;

Bill Meadows gave a report on the conference. He stated that we had 297 in attendance and that we would make approximately $12,508.92 . He also asked the participants to send in their evaluation of the conference so we could continue to improve on the quality of the conference.

Bill Meadows asked that John Ellison, Art Faulkner along with Dick Pierce remain on the legislative committee.

Art Faulkner gave a report regarding the Elmore County lawsuit. He stated that on September 23, 1994 Judge Reynolds recommended that all the agencies affected by the lawsuit join in on a class action suit. He also stated that on October 4, 1994 the judge ordered that Elmore County 9-1-1 continue to collect at the current rate until they receive a ruling. It was also reported that it was possible that legislation could be passed that would eliminate the need for the suit. Art also recommended that all agencies that levelized their billing join in on the lawsuit.

Following Art Faulkners' report, Bill Meadows presented Art with a plaque of appreciation for his work and services given to the chapter during the 1993-1994 year.

Larry Amerson reported on training. In his report, he stated that the use of the training materials had increased. He also ask that the members send in suggestions for new items to be added to the training library. At this time. Bill Meadows presented Larry Amerson with a plaque for his work and services rendered to the Chapter in training.

Bill Meadows reported that John Ellison resigned as the Newsletter Editor and stated that Dennis Stapleton had expressed interest in doing the Newsletter. Bill also recommended that the Chapter buy a Laptop Computer and Laser Printer to do the newsletter and for use during the annual conferences. Art Faulkner made a motion to spend up to $3,000.00 on a Laptop and Printer. seconded by Larry Amerson. Motion carried unanimously.

Bill Meadows asked that all officers along with the past president prepare articles for the newsletter. He said that the newsletter would contain articles from National NENA along with other articles. Bill requested that the article be prepared no later than three weeks after each meeting, to allow adequate time for printing.

After some discussion about Cellular's inability to provide 9-1-1 centers with adequate information, John Ellison made a motion that the chapter president send a letter to the cellular companies informing them that the lack of information provided to 9-1-1 is detrimental to Public Safety. The motion received a second and passed unanimously. Larry Amerson made a motion to send all of our legislators a copy of the letter. Motion was seconded and passed by a unanimous vote.

Bill Meadows appointed Debbie Higgins and Cathy Arnett to the addressing committee with Debbie Higgins serving as chairman of the committee.

IX. OLD BUSINESS;

Dennis Stapleton reported on the Mobile County lawsuit in which a judgement of one million dollars had been awarded against the board. This was a result of a Sheriffs dispatcher failing to handle a hang-up call properly. Dennis said that the board attorney had filed a motion which stated that the board was a governmental agency, therefore it would have a hundred thousand dollar cap against liability. A second motion was filed which stated that they did not feel that the plaintiff proved that the boy's death was a result of the dispatcher. The case is expected to be heard by the Supreme Court.

It was also discussed that National NENA was intervening in the N-I-I situation in Mississippi.

Larry Duncan with Jackson County 9-1-1 said that the PSC had not ruled on their request as to unfair data base charges from South Central Bell.

John Ellison reported that the Alabama Chapter was working on a Minimum Standards Bill to be introduced to the Legislature. He also stated , if we get the revenue passed on cellular that we may have to use this additional revenue to fund the training that goes along with the Minimum Standards Bill in order to get passed.

X. NEW BUSINESS;

After some discussion as to whether or not the job descriptions written for Alabama NENA were in compliance with the ADA, Seth Phelps was asked to check with Candice to ensure that the job descriptions were up to date.

Concerns were expressed about GTE waiting until they receive a letter from the post office stating that they are using the address before they will up-date the address in the data base.

Bill Meadows announced that Southern Union Jr. College had started to teach the APCO 40 hour course for 5 hrs credit.

Bill Meadows presented Dennis Stapleton with an award for all his time and efforts given over the past year.

The next meeting will be hosted by South Central Bell in Birmingham. Without any further business, the meeting was adjourned.
