Call to Order, Invocation, Welcome:

The fall-quarter business meeting of the Alabama Chapter of the National Emergency Number Association, held at the Perdido Beach Resort in Orange Beach, Alabama, was called to order at 1:15 PM, by incoming President Ron Sparks. Brad Smith led the invocation. President Sparks welcomed all AL-NENA members and guests to the meeting.

Several people were recognized by the President, for their outstanding contributions to the recently enacted Wireless 9-1-1 legislation. They were: Seth Phelps, Roger Wilson, Art Faulkner, Bill Brodeur, Bill Meadows, Brad Smith, Dick Pierce, Roger Humphrey, and Max Armstrong.

President Sparks asked any new AL-NENA members to stand and introduce themselves. Each was recognized, and welcomed into the organization.

Standing Reports:

Minutes from the summer-quarter meeting were not available.

The quarterly financial statement was presented by Art Faulkner. Balance on hand as of October 13, 1998 was $21,870.23. This report was adopted by unanimous vote, on a motion by Seth Phelps and Roger Humphrey.

Committee Reports:

The following committee reports were presented:

  1. Historical: Larry Duncan expressed appreciation to John Ellison for posting the AL-NENA history on the internet web site.
  2. Membership: Chris Heger asked for volunteers for the membership committee.
  3. Legislative/Wireless: Bill Meadows reported that the CMRS (Commercial Mobile Radio Services) Board has met twice. They have adopted rules of order, and are in the process of choosing an attorney and an accounting firm. The following people are officers of the CMRS Board:

Lee Helms, President (Alabama EMA); Karen Bennett, Vice President (Bellsouth Mobility); Max Armstrong, Secretary/Treasurer (Blount County 911).

The legislative committee plans to look into the issue of dispatcher standards and training. Mr. Meadows has also talked with a representative of the APSC (Alabama Public Service Commission), and has discussed several issues of interest to AL-NENA.

Comments and Concerns:

Vernon Lee reported that the software upgrade for BellSouth’s ALI host was progressing as planned.

Outgoing President Art Faulkner officially passed the gavel to incoming President Ron Sparks.

Donnie Smith (Chambers County) asked for input from any District which has recently consolidated PSAPs.

Chris Heger will make a list of Conference Attendees for distribution.

Ron Sparks asked that all submissions for the newsletter be sent to Russ Bowers. Deadline for publication is December 15, 1998.

Larry Ryland (Covington County) asked if anyone had been contacted by a company call Med Net.

Ron Sparks asked that any comments or criticisms about the conference be submitted to him, or Russ Bowers. President Sparks reported that nearly six hundred people attended this year’s conference.

John Ellison reported that Alabama and California were close competitors in state chapter-sponsored events.

President Sparks requested that the January AL-NENA meeting be held in Montgomery (during the legislative session). He also asked that all attendees plan to attend the legislative session(s).
